摘要: 罗曼于1925年出生在美国田纳西州纳什维尔市，1946年获得斯沃斯莫尔学院的天文学学士，1949年获得芝加哥大学的博士学位。攻读博士期间，在恒星成分方面取得了一些科学发现。1955-1959年间，加入美国海军研究实验室（NRL），进入射电天文这一新领域，利用非热射电频谱开展了大地测量工作，并成为微波频谱部门的负责人。这段工作经历也使罗曼适应并熟悉了工程管理。
